Why Can't I Purchase a Label via eBay for a Customers Return ???

I have a return request from a buyer, so I tried to process a return and buy a return shipping label thru eBay. When I clicked on CONTINUE it would not let me purchase. I received a prompt which read: ACCESS DENIED You don't have permission to access "http://www.ebay.com/rtn/Return/ProvideRMA" on this server.

Has this happened to any fellow Sellers and what should I do? Thanks in advance for your thoughts.

When customer opens  "not as described" return request (customer prints label from their computer and you pay for label).   EBAY automated system knows who to charge for the label (based on reason for return).

This customer opened "just didn't like it" return request. The point is I have always been able to purchase a RETURN LABEL via eBay. I just recently encountered ACCESS DENIED You don't have permission to access purchasing return label ON THIS SERVER. Is this something new or just a technical glitch perhaps?
