The later would suggest it was delivered on the 20th and then put back into rotation with the post office on the 21st, this is crazy. Is anyone able to explain what is going on? This is an over $200 item sold to a buyer registered for a year, yet this is their first purchase since being registered.

I'd believe USPS.com of course. That delivery scan was 3 days ago; have you heard anything from the buyer? If he files an INR claim you should prevail.

Who to Believe: the USPS Official Website Tracking or eBay's USPS Website Tracking?

Common sense would suggest that the USPS has the best information, because they are the ones who actually handle the package, scan the package, and store the tracking information. All the eBay website does is ask the USPS website for their information.

There are more links in the eBay chain than in the USPS chain, so there are more cances for error.

The buyer reports she did not receive the package and said she was putting her credit card payment on hold. I told her the tracking show delivered and she should check with her front desk personnel. This package was delivered to a condo type building.

I am concerned the package was delivered, someone opened the package, removed the contents, and then put the package back into rotation. I do not understand the tracking movement that comes post delivery date only shown on eBay's tracking system.
