Look at the terms and conditions for sneakers.......
The cost of shipping to the Authentication Partner is not covered by eBay.

I've never sold through the program but this is how I understand it to work.
For sneakers eBay charges the buyer $14.95 for a Fedex label. I 'think' that money goes directly to eBay, not to the seller. So eBay is only providing the 'free' label to the seller because the buyer paid for it.
If the seller wants to use someone other than Fedex, they have to pay for the label.
I don't think all the authenticity programs work the same.

ebay covers the shipping to the authenticity center for the unspecified duration of the current promotion.

If you look at any sneaker listings that have the AG they show the buyer that shipping is $14.95 so I don’t think that is really accurate to say that eBay ‘covers’ the shipping cost.
When they refer to a ‘limited time’ I think they are saying that there is no charge to use the program itself at this time, they are not referring to the shipping cost.
