global shipping orders go to ebays Ky shipping center. sometimes items are restricted for entry into the country you're shipping to. when this happens ebay refunds the buyer. the seller is not affected, the funds are guaranteed since it was no fault of the seller.
most believe the item's denied by the country's import officials. rare does that happen thru global. it is denied in KY before it is shipped. sometimes the item's returned although that doesn't often happen.
my question is, where does that stuff go? into an ebay warehouse where it's auctioned off?
i did receive one item to resell. it was (incorrectly) classified as RADIO ACTIVE. it is a common airplane altitude meter. ebay boxed it for return wrapping it only in brown paper labeling the box RADIOACTIVE.
radioactive materials in a cardboard box? imagine if it was & that's how I shipped it. I'd still be paying the fines.

Normally items get returned to the Seller if Customs refuses it to enter.
But I have never had a box marked RADIOACTIVE before so who knows?????

If it was shipped through the GSP and they refunded the buyer, they keep the item and resell it.

radium on the dial in some country, is classified as radioactive. Glow in the dark dial of the early kind by the way, so other may understand what I am saying.

yes but not always. sometimes they keep the items there seems to be no right answer.

Some customs rules are such that contraband items are destroyed. They see such as a deterrent: or items that go against their ideas and principles should be destroyed.
Strangely enough say a magic card going into some countries are band and are destroyed due to such..
If such is caught prior to forwarding it seem it is usually returned.
If at customs it is denied it will be what that country does with such. That will vary.
Oh your radio active return, find some one with a detector and see if the item is radio active or not.
Being in the vicinity of such can and does contaminate other objects, making them radio active.
Most companies dealing is such as forward shipping will have a detector set up to check for such.

eBay has no warehouse. eBay doesn't sell anything.

True. But Pitney Bowes, which handles eBay's GSP, and its partners, do. The refund the eBay seller and then dispose of items that didn't clear customs, assuming the things are not destroyed by the customs agents. That disposal includes selling the items.
If you use GSP, you can't arrange a return of your shipped items. (Well, you can but it's immensely difficult and expensive, and almost never worth it.)

I have had 2 items not delivered by Ebay's global shipping. Ebay refunded the buyer and no problem for me. One item returned to me 9 months later and Ebay asked me to refund the buyer but now no record of sale (ebay only keeps 3 months worth) other item returned 12 months later. After another year I relisted both.

I had a painting destined for Austria rejected. I was not docked, and the buyer was refunded. Then MY ITEM, WITH MY PHOTOGRPAHS, showed back up on eBay being sold by another eBayer (who rules here won't let me mention, but I will say they are in MI.)
eBay can not be making money this way, unless, U.S. Customs (or some other fed agency) is paying eBay for these rejected items...i.e. we taxpayers are paying.
Pitney Bowes would appear to be involved. I brought this to the attention of both the BBB and the FBI months ago and have heard nothing back. It is very strange and disturbing.

If you kept the money and the buyer was refunded the item belongs to eBay.
I imagine they have many different ways of disposing of these items, depending upon what it is and whether it violates US law.
So there is probably not a single answer to your question.

Ebay/Pittney Bowes has wholesalers that they ship it all to who then put it back for sale on ebay using YOUR original listing pics and description. This is LEGAL as you signed the fine print documents for using GSP. This may all change though when GSP goes away. My understanding is that it will be shipped back to you and you will refund. This is going to cause some issues if this is the case. Who eats the shipping?
I once had an item that was restricted....I wanted it back but they would not let me have it. I waited and kept watching on ebay for it and about month later it showed back up with a "make offer". I ended up buying it back for $200 less than I sold it for....when I got it back, I resold it again for the extra $200....LOL

I am guessing they don't want the actual seller to purchase the item(s) back, which I find a bit strange but it's the only reason I can think of behind the secrecy...
