Where can I add to my FAQ on my account.

I have looked in preferences, etc. and I can't find where to add to my FAQ when people want to send me a message or ask a question.  Is this even something I can add to or change?

I recently had someone want me to change the address as to where they want the items sent.  I won't do that and have been advised by CS on what to do.   It is against eBay's policy I am told and up to the seller as to whether to do it or not. 

But I want to have listed in my answers to FAQ that I won't ship to a different address.

There is no link on this page to add to the FAQ that I can find.  If there is please let me know.  I don't see it.

Put it in your listing.

NOTE: Per ebay rules, once the item has been paid for i can not change the shipping address. Please make sure the address is correct BEFORE you make your purchase.

Nope.  Not there.  Do you have to have a Store to add or change FAQ.  I don't have a store.
