I went from top rated to below standard for awhile and on the 20th I just got back up to top rated again. The promote option came back right away so I just assumed that I wouldn't still be charged the extra 6% for below standard anymore. But I sold 2 items today and they still took the extra 6% on both of them including the promotion % fee obviously, (which I would have not added if I knew I would still be charged for below standard)
So I'm just wondering when they will stop taking out the extra 6% because I have a few higher dollar items I am waiting to list that will kill me in the extra charges.

Someone else should have a definite answer but I think that your fees will change on June 1.

What happens if you are Below Standard
If your evaluation on the 20th of the month shows that you are not meeting our minimum standards, we may put limitations on your selling activity until your performance improves. To see what you can do to bring your level back to Above Standard, read our article on Monitoring and improving your seller performance.
Some limitations are applied straight away after the evaluation, while others take effect from the 1st of the following month.
If your seller level improves at a future evaluation, the same time frames will apply for limitations to be
removed.

Congrats on working your way back up to top rated.

Probably see that 6% go away on or about June 1st.
Congrats on the good work getting back to TRS. Would not want to be without it.

You may have noticed @bestpricedeals247 that when you dropped to Below Standard, the new seller status took effect immediately, but the additional 6% fee didn't begin until the 1st of the next month.
It's the same with this. You successfully worked your way back to Top Rated and that seller status took effect immediately on the 20th, but you won't see the change in fees until the 1st of the next month. Only a week to go. Nice work.

The Below Standard surcharge goes away if you get back to Above Standard, TRS not needed.
