I am a new seller on eBay, and I wasn't aware of the tedious measures it takes in order to sell and be paid, effectively. I don't want to waste your time complaining about my experience with customer service or my buyer, so I will just tell you the essential details.
1.) On Feb. 20th, a held was placed on my account because the buyer filed a dispute
2.) A dispute was filed because the buyer was attempting to return the item, after attempting to steal a E3D toolhead and shipback my 3D printer for a full refund, without my toolhead, claiming he never received it.
3.) He has no evidence to provide, and I have evidence alongside a receipt I attached to the claim. He just attached screenshots to our chat? (not sure what this is supposed to accomplish)
I am aware of eBay's money back guarantee, and I know by now they stole my account money to issue a refund to the seller on their behalf, due to this policy.
Here is my question: Am I going to receive my account balance 30 days from when the account was withheld? I am willing to wait however long it takes to get my money back and I have never voluntarily agreed to any refund of any kind. I no longer live at the address provided in the shipping, so if he force ships a return, it will get rejected. If it gets rejected, will I still be paid if I never accepted a refund or ever received a return?
How long will it take if I am being paid?

Well, if you are going through a dispute and the item is being returned and a refund is being given. So... no? The buyer would get their money back.

That doesn't matter. Money Back Guarantee trumps you agreeing or not to a refund. If you don't agree, eBay will force the refund and you could lose both the money and the item.

They didn't steal anything. Sure you can interpret it that way if you wish, but that isn't how that works. New sellers have to be extra careful when selling items, especially valuable or desirable items. They will be targets for bad buyers that know how to take advantage and cheat you.

Well now, that could be a problem. Its more likely that you will be forced to refund and lose an item in that case.

As long as you are doing a return and a refund is being given, I would say... Not at all?
Now, if you have more funds than what is being "held" by the dispute, the remaining funds would be still made available after 30 days.
All new sellers and any sellers that haven't sold anything in a while are subject to a 30 day period where eBay may wait to start releasing funds.
So if you had let's say 5 sales in the first 30 days, those funds are all going to be held for that 30 day period minimum. If one sale has a dispute, that portion is held regardless till the dispute is settled, one way or the other. (IE either the buyer gets a refund, or you manage to win the dispute, which right now sounds very unlikely)
After the new seller status goes away, then funds are typically held 24-48 hours before being available for release.

You are a new seller and scammers prey and feast upon new sellers. Sorry to say that you will not receive your funds if the buyer has initiated an item not as described (INAD) return. And you have no say when it comes to refunds in most situations. The fact that you no longer live at your address of record will only make things worse for you, if that is even possible.
