Whats is called when a buy needs to provide payment inform before making an offer. and how do I set that up on my listings. So tired of buyers not paying after I accept the offer. Thanks everyone for your input

Personally, having run into this, I do NOT like it's implementation. If you make an offer, you basically are going through with it like a purchase (with a check out). If the seller counters, and/or you make another offer, you have to go through a check out again.
WAYYYYY to many step to make an offer. If this is the final version of how this works, I won't be using the option. I would give up 80% of my offers from buyer frustration. I find myself passing on making offers when sellers use this option. Takes way too much time and way too many clicks to get an offer made. Other platforms make you keep a card on file (or cards) and make it a one click and you are done. No real reason this needs to be 16 clicks and hop on one foot to make an offer.
actually Mercari does it pretty much same way, before you make an offer you have provide payment, if the seller counters and the buyer then accepts it just goes through whatever was agreed...it's pretty simple, either buyer or the seller needs to click"accept Offer" - since ebay has it really set up same way to accept or decline shouldn't be to complicated with having to go through payment thing more then once when buyer originates the offer

Mercari makes you keep a card on file to make offers. It's one click. Many people are still paying with paypal here. If you pay with paypal and make offers with it as your payment method, it is NOT the same as the other platform. Many clicks and going through a check out process to make an offer on eBay.
I know, because I just went through it the other day. I will not be making future offers to sellers requiring these steps to make an offer. Many other buyers will not either.

I use paypal on Mercari, for offers... they don't charge you until buyer or seller clicks "accept" and that is done through the PM system.
