I sold an item and shipped using USPS Retail Ground. The expected delivery date was Aug 1 2018. Its been almost past a month now and the status still shows Awaiting Delivery Scan. I contacted the buyer whether he received the item or not, but I didn't get any response. What is my action item here ?

Stop contacting him. That's your Action Item. If the buyer did not receive the item, he will let you know. Your contacting him like that suggests that you have no idea where it is. While that may be true, there is no benefit in letting him know that. He may have actually received it (and probably did, despite a missed Delivery scan), and is perfectly fine with it. "Sleeping dogs" and all that...

You do nothing until you hear from the buyer, if you hear from him.
There are better than even odds that he did get it and the package just simply was never scanned. It's too late now, since you messaged him; but the general rule of thumb is "Don't poke the bear."
Hopefully you have an honest buyer, and they will not now file an INR (if they did get it) because you alerted them to the fact that there is no delivery scan and get a freebie on you.

MANY times I have seen tracking as in-transit and not delivered, yet I have received feedback on my id that they were happy with their purchase. As honest a person as I feel I am, I still would never contact the buyer first because a dishonest buyer could now file a claim against you because they know you have no proof the package was delivered. Once they receive their package they probably don't bother checking tracking to see the status so they are unaware of it unless you point it out.
Hopefully your buyer didn't respond because they received the package without a problem, but I would leave it alone now.

Next time contact USPS within a day or two of the supposed delivery to let them know the scan wasn't updated. They can sometimes take care of it if it's shortly after the item was delivered.
