I just got a package back in the mail today. From the top it has the original tape, box and label, the bottom side has been cut open and resealed. It was returned to sender not at this address and couldn't be forwarded. The label is first class for 14oz, the package now weighs over 2 pounds. I notice the date on the label is 3/3/18. I open the package and it has a very worn out pair of shoes that are not nearly big enough for me and an old pair of shorts. I have not had a case opened for this and have never heard from the buyer. I checked the tracking and it was just dropped off at the post office on 10/24. Isn't it too late for any kind of claim even through Paypal? This is really strange.

Your buyer might be senile. My mother does strange things like this. (I received a package returned to me of something I sent her over a year ago. It was never opened.)
I'd do nothing and just forget about it.

That's really strange. There should be an eBay Museum-Mystery Vault collecting the weird things that show up on our doorsteps.
