What's with sellers using free USPS envelopes as packing material?

RANT

I received 2 packages today for purchases made on ebay, 1 a priority box and the other, the small flat rate envelop.  BOTH had the items wrapped inside Priority mail large Tyvek envelopes, which were then put into the actual  priority packages they were mailing.

 

No wonder the USPS lost $69 billion over the previous 11 fiscal years.

 

Are people too cheap to go to the 99 cent store and buy a pack of 50 sheets of tissue paper?

I told more than one clerk at the PO that there is such an easy solution to all of this:

 

If USPS would charge a fee ($0.50 or $1.00) for their priority/express mailers/boxes etc and THEN, when a person would mail a package using that box/mailer they would get the $0.50 or $1.00 credited against the postage, almost all of this crazy pilfering of priority mailboxes and supplies would stop instantly.

 

Or the sellers that turn flat rate padded envelopes inside out - that's a good one.

 

If you charge any amount for USPS supplies the amount ordered will drop probably by 95%
