I think it is a branch or plant stem holder.....for a garden plant or houseplant item.

You attach the item to a stick support and then the plant stem gets wrapped inside to hold it upright.

Seems like it would make using a pencil kind of wonky and weighted badly. I vote for the plant stem holder - it would be cute that way.

It looks like a straw holder for kids to me. The tail appears to go off at right angles to the rest of the body. Can you thread a drinking straw through the main body, and then use the tail portion to hook over the side of a cup?
