Is there an exact date that this actually happens? Is it something that happens April 1st? I need to know when go cancel items and list a mere portion of items until eBay figures out this is a bad move

It will NOT affect old listings. For me it is effective now, I suspect it is the same for others. So any FB listings you post now, you will be able to tell you have two options. Auction or GTC.

Careful with that. Don't over react and hurt yourself because of it. There is a big difference in perks between a Basic store and a Starter store. One of the biggest is the FVF difference. So make sure you really understand what you are doing and why.
What has you concerned about GTC that it would drive you to start dropping your store level?

So my items that are still on the 30 day listing, will just drop of and basically the new GTC "option" will have no effect on the items I have left as 30 day listing? This only effects items listed as "Good 'Til Cancelled?"

Listings you had created on or before 3/17 as 30 day listings will remain a 30 day listing. When it closes, it will be closed period. If you go to relist them or sell similar, they will post as a GTC listing.
On any FP listing you posted 3/18 and forward they are GTC listings. You didn't have a choice.

nothing rammed down your throat, while the powers that be use your funds to experiment with a lame "update" that nobody's going to want, is going to work. I use a lot of "timing" with items that don't move well. Relisting them simply leaves them out to hang until I cancel the listing. Which means losing some of the listing duration that you've paid for, since the listing has to be shut down prior to the time of being relisted. I know without a doubt how this move will work with the items I'm bringing to eBay. I research items and use any possible relistings to rework the item listing, title or just simple timing when the item can be relisted. I don't need things that are circling the drain to be automatically relisted. I need time and such to investigate what's going on with any particular item to see what I need to do with the item to make it sell. Some items eventually end up being trashed after not selling. There's the big "DING" the suits are hearing. Something I plan to trash, doesn't need to be automatically relisted. Again, yes, I cam cancel the listing prior to the relisting, which is exactly what I will do....BUT, I am going to lose maybe a day or so on the listing because I need to have it shut down prior to being relisted.

OK, awesome. That's what I was hoping. Since I'm not looking to have much listed "GTC" I can control it better.

Most of my listings sell slowly because they are of limited interest to the general public. Vintage collectibles. I try to list them according to seasons and between collectible shows. This is really annoying because it takes extra time that could be used to research and list new items. Not to mention if you don't catch it the extra expense.

It DOES affect old listings. If you have an Active Fixed Duration Listing now, you are unable to edit it. You receive this error:
And yes, GTC is live now. You can no longer utilize any duration except GTC.

The difference is 1% off FVF. Which is... nothing, really.
To make up a $20/month difference, you'd have to sell OVER $2,000 in a month.
$2,000 = $200 in FVF at 10%. At 9%, it's $180.
Whee! MATH!
...and if you're selling over $2,000/month, you won't much care about the difference between starter store vs basic store. You'll probably have an premium store anyways.

You are comparing apples and oranges here. The person I responded to with the above information had a bit of a different situation that the way you are describing it.
So for you it wouldn't matter much and that is fine. For the other poster, they were going to end up costing themselves money they didn't need to because they were mad and not realizing the entire picture.

You cannot list 30-days now. So all items will have GTC.
