Never saw this before, an item many days past getting paid for now has a big blue square telling me I can Cancel & Relist. Still debating opening an UPI & get my fees back. Anyone know if I will get dinged for accepting the offer? Or if I'll get my fees back this way? Am afraid to click on it. Appreciate any help my Friends.

It is most likely there because it is your option, NOT an offer. But know at this point if you file a cancellation you need to do it for seller reasons, not because the buyer asked you to, so you will get a defect on your account.
Why the delay in filing the UID? What purpose does that serve?

I've been in this position before. It ended up OK, but I do understand all your concerns as I had them too. It did not end up with me getting neg FB. The buyer wrote me and apologized that she was just confused. She paid for the item and I shipped. It ended well and I hope the same holds true for you.
If for any reason it doesn't. PLEASE come back and share what happened. Maybe we can help you out of any jam you may get in over this transaction.

Make a note of the exact date and time you opened the claim. You can close it 96 hours and about 1 minute later if it does not end up getting paid for. Once you close it, your FB is protected, so it is important to close it once it is eligible.

You should only click on Cancel & Relist if you have a valid reason to Cancel & Relist.
If you do not have a valid reason to cancel, or if you do not understand the ramifications of canceling a transaction, you are correct to be afraid to do it.
From you post you seem to understand that the proper way to deal with an unpaid item is through the unpaid item dispute process rather than taking a stab at an option you do not understand.
