My eBay sales conversion rate is averaging 4.5 to 5 % for 2023 on approximately a total of 500 listings. I am curious what other eBay sellers rates are and what is considered a fair to good sales conversion rate.

This is a difficult one to answer and like most industries it is hard to say what a good conversion/flow through rate is. A lot of it depends on what you are selling, how you are selling and what your inventory levels are maintained at. Most of my items are one off listings and fall into the want more than need area of merchandise. My inventory levels are erratic so I don't have a stable baseline to work with and measure against. As a swag base on a couple of random weeks in 2023 my conversion/flow through is about 5%.
I tend to focus more on maintaining a decent ROI rate than I do on my sales volume.

Conversion rates are one of the most meaningful metrics eBay offers because it not dependent on how many listings you have but rather the "quality" of the listings and your ability to convert impressions to views and most important views to sales.
My conversion rate ranges from a recent low of under 5% to a more normal 6 to 7%.

While I don't discount the conversion rate I tend to focus more on the up front factors that can positively or negatively impact that rate. Identifying where I can list an item in a price and quality competitive manner while still achieving an acceptable ROI has a direct impact on those rates. If I am overpriced or below quality it will adversely effect the conversion rate, in theory. If I am below market averages on price with good quality it should positively effect the conversion rate, again in theory.
It is interesting how far the margins are apart for different businesses. The conversion rate for a grocery store for example is very high in the 90+% range, gas stations operate at about 64%, Wal-Mart runs at about 7%, most auto dealers are at about 1-2% and a general average across the board for ecommerce sites is around 2-3%.

is your conversion rate still anywhere close to 4-5%? I find that number really high to be honest

If our conversation drops below 5%, it's usually because we don't have what people are wanting in the sizes/variations/colors they are looking for. We sell popular clothing and our organic impressions are volumous so they should convert to sales. I believe that ROI and market share are better indicators of your store health. 100% margins with realistic knowledge of fees and supply/shipping costs are critical data to make sure you can maintain these margins. Balance with market share and it will drive your conversion rate.

My conversion rate is in the 1-2% range, which is not a problem given my broad shallow inventory of items which have limited appeal and high margin.
They appeal to collectors and people with a personal reason for buying the merchandise, and Ebay has always been a place they seek this sort of merchandise.
A 5% conversion rate for short margin, mass market merchandise would be pathetic and suggest a pricing or presentation problem.

As a rule of thumb online conversion rates of 2-3% are common, anything above that is considered very good.

Wow that just sounds horrid...
But 1st off, what does it matter what others conversion rates are? - Question is is it worth your time being here and do you have a viable exit strategy if not...
I remember back in 2008 we had monthly conversion rates of 75-80% or higher consistently for 6-7 years - Then they instituted the heinous "Best Match" default search and our conversion rate fell to about 40% - We took that as a slap across the face and shuttered our business here - We came back in 2013 and things were Ok, but nothing like they were and we noticed slowly but steadily degrading sales - In 2018 we saw the writing on the wall with scams increasing and promoted listings being pushed - This time we instituted our mid term exit strategy - stayed the course through COVID and stopped listing after they really started ramping up promoted listings in 2021-2022 - I think our monthly conversion rates at that time were around 15% to 20%, but since we refused to pay anymore fees, especially since the fees were already high and in our opinion, they certainly haven't done anything over the last 5 years to deserve any more fees - and here we are today waiting to see if the site is gonna come to their senses, or just continue to wring out the sellers for every last stinking penny they can as their exit strategy... Time will tell...
