What if, you offered a full refund provided the item is returned but the buyer refuses, says he wants to keep the item and get a partial refund. Would I be forced via ebay to do so

I have never asked for or offered partial refunds.
Send one final message..."Please return for full refund"...ignore any more messages...unless the buyer opens a case...which I doubt that they will do.
Do not cave to their demand.
If the item is good enough to keep...well you know the rest.
Add the ID to your BBL.

No you wont be forced to do so. You can offer one if you want to and it resolve the situation for you but I never offer partials. If its good enough to keep, its good enough to pay for.

If they repeat the request, resend the email. Do not debate it.
If they file a case with ebay, approve the return for a full refund. Odds are at this point your going to get either something other than what you sent back or it will be broken.
It happens and unfortuntely you will not have any recourse if it goes south.
So think about whats in your best interest.
In any case, block the buyer from buying from you again.

What is the reason the buyer wants a partial? Was it damaged in transit?

You are never forced by Ebay to offer a partial refund. I do see you recently sold a set of 6 glasses and if this is the item that's connected to the post depending on what the problem is - I may offer the partial.
Was there a chip or crack - not described in one of the glasses - was this damaged in shipping? Your buyer may really love the item but due to either one of the pieces being misrepresented or damaged - wants buyer may be asking for the partial because of that.
Not sure how you packed - but if you say return for refund - you don't know what shape they will be in when you get them back. Also if one of the glasses is broken and the buyer has provided you with pictures to confirm that - I would just give the partial rather than have the items returned as they no longer are a set. Most people wants sets of 2,4,6,8 glasses - not odd numbers.
Remember if the item is damaged or not as described - you also have to pay return shipping and once you receive the items back have to give the buyer back all his money.

It can depend on the country. Some places, some even numbers are bad luck.

It really depends on the item and the reason they are asking for a partial.
If it was 4 inexpensive glasses and 1 broke, I'd jump on the opportunity to give a partial refund.
I don't to pay to have glasses shipped back. Cut my losses quick and stop the bleeding.
I'd ask for picture proof before issuing a partial though - and how you ask can make all the difference in the world. "Dear buyer, Please accept my apologies for the breakage.... I'm sorry to hear they didn't make the trip in tact.... Generally we require a return of all items for a complete refund, but if you can send a picture of the damaged item, I can issue a partial refund for the broken item(s) without requiring a return. Again, please accept my apologies. Please let me know how you'd like to proceed"
And if it's really broken glass, asking a buyer to ship it back isn't cool. It's dangerous.

Sorry, I should have clarified from the get go. None of mine are a issue, all my items shipped were received intact, it is however a fellow Ebayer friend who did sell a fragile item. It was a ceramic bell set of 5 she sold for like 100$ with 10$ shipping. One broke and the buyer refuses to return for refund and insists on a partial of 75$ for 'inconvenience' and wont negotiate down that price even.

Tell your friend to give the buyer a choice: a partial to cover the cost of the 1 item that broke (if she's comfortable with that) or return for full refund. Stay professional and repeat as necessary. Don't get into any back and forths or make any comments about the $75 request.
I hope it goes well for your friend and that she doesn't get back a box full of smashed items.

$75 refund on $100 for 1 broken item?
No way - not gonna happen.
As only one bell broke in the set of five, you can choose a $25 partial refund for the one bell, or you can return all five for a full refund plus return shipping costs. Please let me know what works for you.
That's the only thing I'd say - and repeat if necessary. Buyers do not get to dictate my company policy.

The fact that these buyers want a 75% refund for a 20% loss shows they're unscrupulous and unreasonable from the get go. I'd tell them to return everything -even the broken item, and offer a full refund. If they balk even an eyeblink I'd say that's it, no more offers at all -no partial refund -not a penny.

The only thing that I can think up why a buyer would want 75% refund is if the broken bell is much rarer than the others.
Otherwise, they are unreasonable.

And you can bet EVERY bell will be broken if the buyer is forced to return.
