What happens in this situation?

So I have already gone through all of my settings and blocked all countries that I ship to except for the U.S. However, I had a buyer send me a message from Japan inquiring about one of my items. I also received a new watcher on that same item. What would happen if I were to send an offer and it ends up being the buyer from Japan and they accept it? Does it get cancelled? How would they watch it if I blocked all buyers from foreign countries?

Anyone can still watch an item no matter where they reside.  But if you made such an offer, they would not be able to make the purchase.

You should know that lots of foreign buyers use forwarding services to ship items to them.  If that happened, the buyer would have an address within the US - the address of the forwarder - and would be able to purchase.  You would then ship to the forwarder, and your obligation to the buyer would end at that point.  The forwarder would be responsible for it after that.  In some cases the forwarder actually does the purchasing, in other cases the buyer purchases directly.  It depends on the contract between them, it nothing to do with you.

Your block only prevents people from clicking the buy button if they have a Primary shipping address outside the USA.

I'm not sure what happens if you send offers to watchers and one of them is subject to your location blocks. Presumably an offer to an ineligible buyer would not even reach the buyer.....however I hate to presume anything about eBay.

If you set up your listings to ship to the USA only, then blocking all those other countries is not necessary.  Just busy work for you.

Setting up shipping for just the US without ANY type of block isn’t a good idea because buyers in countries still have access to click on buy it now or bid on an auction.   I do agree that it’s not necessary to click on all the other countries to exclude them but It’s easier (and avoids showing a huge long list of exclusions) to click on the buyer requirement..’block buyers with a primary address in a country that I don’t ship to.’   That will block everyone without a US shipping address.

If you receive an offer you can look at the customer's account and see where they live.

You can then accept, counter offer, refuse or ignore the offer.

Japan is usually a very safe destination. Honest people and excellent postal service.

But there is a Plague and as a result all shipping is very very very slow.

You can ask the customer, if she is in Japan, if she will be using a freight forwarder based in the USA. If she is, great.

You ship to the US address and most of your responsiblity for delivery ends. The Money Back Guarantee does not apply to forwarded goods.

Keep in mind , that domestic US shipping is also very slow. You may want to increase your Handling time to stretch out the delivery date eBay gives to the US address.

Note that Paypal charges a higher fee for non-US payments. This might also affect your decision.

I suppose I should have mention that it is advisable to have the correct setting set in your Site preferences for Buyer requirements which blocks international buyers that have a ship to address the seller does not ship to.

I have had these settings for years on certain types of listings without any issue whatsoever.  Even back when I ran auctions on a regular basis.  Are you saying that now this reacts differently with auctions?

The report we can access in the Buyer Requirements section of the Site preferences clearly shows these blocks work.  At least for me.

Personally, I would change the listing to allow shipping to Japan. There are many items that sell for far more in Japan than here in the US.  And I consider Japan to be a very low risk country to ship to having mailed probably close to 20 items to Japan without incident.

I've often sold to Japan, too, and love selling there, but my concern now would be where they stand insofar as accepting parcels.

Yes, the buyer requirements block that I mentioned in my post does work fine and that's also the way that I block too. But in your post that I had replied to you only mentioned that there was no need to block every single country that they didn't ship to.  You didn't mention the block was available in buyer requirements which is why I replied and tried to expand on your original answer.

This happens to me sometimes, I send an offer to a country that I don't ship to.

The buyer messages me to thank me for the offer and tells me that they are unable to purchase.

I do know if the buyer is on your BBL, you just can't send the offer.
