Did you mean to say ". . . options for the buyer"? To the best of my knowledge, sellers have been unable to leave anything except positive FB for buyers for probably 10 years.
And, also to the best of my knowledge, buyers are still able to leave negative or neutral FB for sellers.

Sellers have been unable to leave negative or neutral ratings for buyers since May 20, 2008.
How fortunate you are to have never had occasion to notice this before now.

Sellers needed protection from themselves.
Who do you think reads feedback?
Not the delinquent buyer. He doesn't care.
Not eBay.
EBay has not used FB to assess member accounts for over a decade.
Not other sellers.
Between Fixed Price and Buy It Now, we meet *our customer when he buys.
The reader is your future customer.
How will he react to seeing an attack on a previous buyer ?
One whose identity is masked so he cannot see the buyer's feedback?
If there is a problem, use the Resolution Centre and /or use the social media (Facebook has a good reputation so far) to Report the errant buyer.
