First off, I don't know if I'm calling it the right thing. I would go into the Marketing tab and select Promotions where I could create a promotion for a certain amount of time. the first week of the month I do 20% off, then the next week I do 30% off on some items and keep other items at 20%. When I go to the Marketing tab now, the Promotion link is gone.
If I go to the Advertising tab and select the Campaigns link, I can see my old campaigns marked active and set to continuous with no end date.
So, is there no way to set different percentages on items any longer? Should I deactivate all the old campaigns?
Any help would be appreciated.

There is a difference between Promotions (Discounts) and Promoted Listings (Advertising). You seem to be referencing both interchangeably so I'll do my best to clarify.
For Discounts (formerly Promotions) you can access them through your Marketing tab. Click on Marketing > Discounts
That's where you set up sale events like 20% off.
The Advertising tab is where you set up advertising campaigns (promoted listings) where you agree to pay eBay advertising fees in exchange for more exposure. I don't think that's the page you're looking for.

This is exactly what I was looking for. Thank you so much! I tried the promoted listings a couple of weeks ago and my sales dived. I typically put everything at 2% and raised it to 15% - I lost page views, clicks and sales. When I came back to discounts, all was well again. Again, thank you!!

Happy to help. It can be confusing when eBay changes terminology. FYI - this was mentioned in the last Seller Update. If you don't typically read the Seller Updates I suggest making that part of your routine when they're released.
