What happened to Drafts? How do I save a listing as a draft?

In short, I no longer see the "button" that used to be there at the bottom of the listing to "save as draft".   

When I revise a listing and want to save it as a draft, all I see for options are REVISE IT and PREVIEW.

How do I go about saving a listing as a draft?

Is it an active listing that you are revising? If yes, you can't save as a draft. But if you click an active listing and click sell similar, you can revise that description and save it.  There is a difference between an active listing and a new one that you want to create.
