eBay Export appears to be seller help pages targeted towards internationally located sellers that list on the .com site. Is my assessment correct velvet@ebay?
The eBay Export links come up a lot when you Google search a policy. Does the information on those pages apply to US-based sellers or is it specifically for internationally located sellers? I know some policies and fees are different depending on where the seller is located, even if listing on .com.
There are sections dedicated to VAT, partners that are geared towards international sellers, info on setting up Payoneer accounts, etc. There's even a section about sending a buyer funds for a return shipping label because international labels can't be generated through eBay.
Should we be directing international sellers to eBay Export (along with eBay Academy) when they ask how to get started selling?

I'll admit I don't know a lot about this program since it's not used by sellers in the US much (if at all) @wastingtime101. I do know that it's designed for European sellers though. Mainly those who are ready to interact with foreign customers and ship items worldwide, with revenues from $1000 per month and 10–1000 items in stock, and who use the Fixed-price format to list items, not the Auction style. I was told there is an email you can contact with any questions you have about the program and I'll include it here: ebaymag@ebay.com.

That's a great question @wastingtime101! I'm not sure if you're familiar with eBay Mag but it's an eBay-owned free application for sellers that makes selling internationally much easier...and it's being renamed to eBay Export. So it all works the same as before, it's just got a fancy new name. They're still working on getting everything updated, but for now you can go here to learn more about eBay Mag if you're interested in doing so.
Outside of that, it's best to have members visit the site they're registered on as most policies will need to be followed according to that site; although you are right that there are sometimes differences. Payments for example is a big one. Someone could be registered to the .com site but need to use Payoneer for payouts.
eBay Academy is also a great tool to recommend to sellers as you suggested, and is available in multiple regions. They can go here, and then select their locale from the dropdown list at the top of the screen.
