Sorry but your question does not make sense. If you trying to create a new promotion go to...
-Advertising
-Campaigns
-Create New Campaign
-Promote Your Listings
-General Campaign (you only pay if your item sells)
-Add Listing (select items you want to promote)
-Fixed Rate Ad
-Specify Percentage You Want to Pay
-Launch Your Campaign

YES! eBay doesn't want your measly 13.25%. They want your blood. Promote at 20%+ if you desire any traffic.

You may want to do some basic math before you start using promoted listings. You are already selling low dollar items, I see nothing over $5 at the moment, on which you are paying 13.25% in FVF's on the total value of the sale (price + shipping + sales Tax + $.30) so you already have a minimal return anyway and that is not factoring in any other selling costs you may have such as cost of goods sold, supplies, POV......... How much can you afford to cut into that minimal profit before you are loosing money?
