I am getting these email notices when I have items on my watch list.
We found a cheaper option: name of watched item
You watched at $13.53. We found one similar for $11.63.
Then it gives the link to view the item. If someone is watching your item, ebay will send a notice to the watchers saying they found a cheaper option. May or may not be the exact item.
Do you get these notices in your email?

They do the same thing right after you make a purchase. Saying they found more and it's always a less expensive price. It's one of the reasons buyers will request to cancel immediately after they purchase.

No kidding. Instead of producing more sales, it costs everyone money. Seller is out nonrefundable fees (paypal transaction fee, listing fees for initial and relist, not to mention time & energy). eBay's out because buyer canceled order for one at a lesser price which reduces FVF. Just doesn't make sense.

Actually it does make sense. This is one of those situations where ebay has figured out that they are going to make more in the long run by getting buyers to buy two items and get one canceled than they will lose by angering buyers who get caught up with it.
ebay sells two items and if even 5% of the sellers don't properly cancel the transaction, that's extra money in ebay's pocket.
Unfortunately ebay's hubris refuses to believe that anything ebay does is the reason more and more buyers are shopping elsewhere first. Ooop, it's the sellers fault they didn't cancel quick enough when the buyer wanted them to after they were shown one cheaper after they bought......instead of......ebay showing the buyer everything on the site so they can make an informed decision and purchase one item one time.

Don't forget when money is refunded Ebay keeps the fees on shipping so they are actually making money while the seller is loosing money due toEbay's sneaky selling practices.

Untrue. All eBay FVFs are refunded. You do not get refunded the 30 cents PayPal transaction fee.

He overuses it? Hmmm .... Each time I've heard him use it I have to agree.
But I do agree with your word for what eBay does.
I believe a long time ago when I saw that message, right after I purchased whatever it was, I went ahead and bought the cheaper one also.
