When I sent invoice to buyer for combined shipping fee. eBay gave me reply : We can't tell if these are your items. Please sign in as the correct seller to continue.
What should I do?

You are registered in Singapore, but you are posting on the US ebay.com site.
Make sure you are signed in to the site you used to list the items, using the correct eBay selling account.

Slight correction/clarification. This is not "the US ebay.com site." OP has posted on ebay.com discussion-board forum, which is available for anyone who buys or sells on ebay.com, no matter where they're located. OP has just as much right to access and/or post in this community as anyone else. There are some very active board participants from Canada, many from Sri Lanka, Turkey, Greece, a few from the UK, and even some from Australia.

You didn't provide a lot of detail but there are a couple of possibilities. If you have more than one account for example eBay.co and/or eBay.com/sg? If so were you trying to send the invoice from the correct account.
Most of your items are FP/BIN items and generally as soon as a buyer makes a purchase eBay sends the invoice and if you are using immediate payment required collects the funds from the buyer and tells the seller it is time to ship the item. This is one of the drawbacks to BIN with immediate payment required. If the buyer has already been invoice and paid about the easiest solution is to refund the buyer for the excess postage once the combined shipment is done. You will have to upload the tracking information for those items you consolidate into a single shipment.
If the buyer placed the items in a shopping cart and did a checkout for all the items they purchased while eBay should calculate the combined shipping your have add on charges for each additional item and eBay may not be able to handle that algorithm correctly. The shopping cart function is known to have some issues at times.
I looked at your sold items and was trying to figure out which items you were trying to consolidate shipping on but could not be 100% sure. Has the buyer already paid you for the items and is eBay telling you to ship?

My point was not to imply the OP was unwelcome to post (or list) here, or that only US users should do so. I do not believe or intend to convey either of those things.
My intent was to point out that listing on one site and trying to perform seller-account-related activities on another site entirely can result it various errors -- if that is what the OP was doing.
It is possible to run into problems by signing in to a different eBay account, and it is possible to run into problems signing in to a different eBay site, and users should be mindful of both possibilities. Which site or account is appropriate at any given time depends entirely upon what one is trying to accomplish.
I routinely post on ebay.com.au, ebay.co.uk, and ebay.ca discussion boards, so it was never my intention to discourage or minimize the contributions of any users regardless of location.

Maybe the time between you preparing the Invoice and sending it you were signed out of your account and you just need to sign back in.
If not then try these steps.
Try signing out of eBay, clear you computers Cookies, clear you computers Cache and restart your computer.
If this does not work you should try to call or message eBay.
