Just like in real life.
When I go to the store I "watch" a lot more items than I buy.
If I had more money my buying stats would go up.
If I had more money I wouldn't need to watch, I would just buy.

Not all watchers are buyers. Watching is an expression of interest, but buyers ready to make a purchase may not be the only ones interested in an item. There are many reasons to keep track of an item.
Some watchers may be anticipating a future need for your item, or may just want to keep track of it in case they need to find it quickly later. Some watchers may watch several different versions of the same item before choosing among them to make a purchase.
Some watchers may watch an item hoping to receive an offer or to be able to spot if the price is lowered.
Some watchers may be competitors with a similar item that want to know if your item sells at its current price.
Some watchers may just want to keep track of a listing for a reason not related to any sort of purchase or sale at all.

Yesterday, I saw an item that I liked, but the price was a bit high. It did allow me to make an offer so I already knew the seller had a BIN price that was 'soft'.
Still, rather than make an offer, I watched the item. Sure enough, this morning I had an offer sent by the seller that was lower than the offer I would have made.
Buyers learn this quickly.
