I have 100s of watchers on my 3 selling accounts. I'm well aware that
not all watchers are actual buyers, But 1 or 2 might be.
In seller hub I have the option of showing the listings that have a watcher, and then I
can revise the listing, Or start a sale for an item(s).
Do the Watchers receive a notification when (If) I drop the price on the item? Seems to me
over the years I've received notifications from ebay to "Drop your price 5% and make a sale"

Yes, when you lower the price of an item, watchers with notifications on, would receive a message stating something like “an item you’ve showed interest in has new lower price” … not exactly the wording, but definitely a message I’ve personally received on a watched item.

It would depend on whether or not those watchers have notifications turned on.

Two quick additions to what has been written previously.
1) A buyer who is watching has the option to receive or not receive such offers. It is in their configuration, but I believe it defaults to receiving offers.
2) Not all price drops will trigger an email to watchers. I do not know what the threshold might be (I can't find an eBay policy page), but I believe it is consistent with the thresholds that are described on the Best Offer page:
The amount must be at least 5% less than the Buy It Now price for items under $200, 3% for items between $200 and $1,000, and 2% for items over $1,000
