Watcher Offers and Promoted Listings

I like the option to send offers to watchers but when eBay decides that I should promote a listing I lose that option (it comes back if you do promote it). Is there a way around this?

eBay doesn’t decide you should promote a listing. That’s your choice. I don’t understand what sending offers to watchers has to do with promotions.
