Volume Pricing Setup Issues

During the last week, I have not been able to get Volume Pricing on my items to work.  I created a Customer Service chat with two different ebay reps this past weekend and neither of them were able to resolve.  Hoping someone can chime in with any ideas but I do have a feeling it is bug on my selling account.

To make note, I had created a similar Volume Pricing promotion for the Select Items nearly two weeks ago and it did work, however I had ended it because I wanted to set up an "No Item Limit" promotion that I could add to in the future.  

I can see the Status is Active and the Inventory has 1 Filter selected.  When I click on the link to the Filter it will show that there is 785 Items that Match Your Rules.  Saved and Updated and when I go back to the Dashboard, it will show -- for Items.  

I also did try the "Select Items" option just in case the option for "No Item Limit" was broken.  Same results as above, however with the Filter actually showing the number of items in the promotion vs 1 rule filter for the "No Item Limit".

I do have a Sale + Markdown promotion running as well, however I had promo active when the Volume Pricing promotion was working two weeks ago so it should not be causing a conflict.  As a test, one of the ebay reps I worked with had me end the Sale + Markdown and try to set up a new Volume Pricing promotion, but the same results occurred where it was not showing any items.  Even waited 24 hours and still did not work.  

My assumption is there is a bug in the code in my ebay store that is preventing the Volume Pricing promo to no longer work, however not sure what to do with that as the ebay reps have failed to resolve or escalate the issue to their technical team.  

Anyone have any ideas?

Volume pricing that I use is a per listing thing and appears on the listing form, just after the quantity of items.  There is a box for Volume pricing, there is a toggle on the right corner of that box you need to switch on.

The Volume Pricing promotion you can run is for a specific amount of time only.  You set it up similar to how you set up a Markdown sale.  Select your percentages, then select what listings you want it to apply to, then for what date range.

If the Volume Pricing promotion is not working for you and if you want it on the listings 24/7/365, set them in the individual listings.

Or you can use the bulk editor to put Volume Pricing on your individual listings.
