I think this might be some sort of glitch. Volume discounts are not working for my international customers. The banner is not on the listing and in their cart it also doesn't appear. Is there a way to activate it? I'm not finding anything about this when I search online.

The promos generally don't work for international buyers. I have a shipping promo and it only applies to USA addresses. I'm presuming this is because it's difficult to determine a flat rate shipping outside the US.

Since we know eBay doesn't do a great job with their programming, they probably hadn't figured out how to apply volume discounts either to international orders.

If you're in the Global Shipping Program, they do not combine invoices or orders. Something to do with the inspection and duties on the items. I've tried many times to send an invoice to a GSP buyer and I would get an error message. Most cancel the order because the shipping is absorbent without combining the order.

I have the same problem. I’m UK based selling across the world with the US being the biggest buyer. I run offers like buy any 5 get 10% off. It works for all my UK customers but not International. Also my International buyers can’t request a combined invoice to allow me to add a fair postage price. If you get a resolve please do post it. Likewise if I hear back from eBay and resolve it I’ll post it here. Thanks Malc
