Volume Discount on Single Sold Item

I have noticed a few times recently that customers are getting the 10% volume I offer on two or more items when they are only purchasing one item. Is this an eBay glitch that they are somehow exploiting? I haven't asked them how they are doing it. I don't want to risk a negative feedback reprisal for questioning them. Any thoughts? Thanks eBay community.

You may have automation settings turned on if you haven't manually sent out offers in the last 4 days.

Greetings, very helpful, but I don't see the search section in the Seller Hub. I can get to it when I select all listings, go to the sell it faster tab, and click on the send offers tab. I can toggle the blue slider but can't save it. Thanks in advance for your help. Greg
