Not all categories allow for variation listings. If you don't see the option, you cannot make variations.

I don't know about the variations thing but got to wonder how are you shipping this item for $4? If you are building the cost into the price, might as well offer free shipping.

Good call on the shipping @redmodelt . If the item is long, you are subject to the USPS dimensional fees. YOU would be responsible for paying the extra, not the buyer. https://faq.usps.com/s/article/Parcel-Size-Weight-Fee-Standards There are fees for non-compliance. Read the article provided for details.

You don't need a Store to access the variations format.
As noted above, it's not available in every category. A metal detecting scoop doesn't quite fit the variations concept as eBay sees it; it was designed for items such as clothing which comes in different sizes and/or colors for basically the same item. If your scoops come with different features, it might be better to list each style separately, using your title spaces to highlight distinctive features. If you have multiple items which are identical, then set up a regular fixed price listing, and indicate the quantity available. Here's some further info on variations:

There isn't a list, but more categories don't offer variations than those that do. As stated, it is more for items that vary in color or size. Even books don't offer variations, as in title by the same author. Each listing must be separate.
Not sure what you are selling with your Owl Shipping listing, but be careful. You are opening yourself up to negative feedback and shipping defects if you aren't actually sending something. Take a look at the article on dimensional fees or you will be paying out of your own pocket, as you can't ask a buyer for more money.
