I went on Ebay to buy QTips and found two different listings for "Used" QTips, why is that allowed on ebay?

Is this something that is in the seller's description or title?  Or is it something like the item specific for 'Used' or 'Refurbished' like they had a while back for disposable diapers, tampons and such?

Not saying 'NO' doesn't mean 'YES'.

Gross!  I searched "used Qtips" and found listings as you mentioned.  Per one description it is for fetishes.  Still, doesn't seem it should be allowed.  I wasn't allowed to list used wool socks (brand name) once.

Probably not. I think the first paragraph of the Cosmetics policy prohibits it while not actually mentioning Q tips.

It's unsanitary and could potentially contain bio-hazards, like blood in one listing, or any body secretions.

One of the sellers also has a pile of dirty toenail clippings and hair listed.

These sellers seem to be copycats, they see another listing and think that they can make money being stupid too.

I was looking for toenail clippers awhile back and stumbled upon a listing for toenail clippings. The offer started with just the clippings but suggested the buyer also purchase the footage of the nails actually being clipped.

Very unusual.

I believe it would fall under the policy for Human Body Parts. It doesn't mention anything too specific but does have an exception for certain instances with hair (wigs for instance) so I'd think toe nails (gross beyond words) would fall under it and likely anything body related that's on the q-tip (equally disturbing).

I know a mother of 4 that put her children through private school by charging people to watch her perform her own pedicures on line. She would get several requests from people paying big bucks for the actual toenail clippings from the video they taped of the pedicure. HA!
