Ebay is telling me to upload tracking for all my orders, they've all been delivered. What am I supposed to do solve it, they restricted my account

Upload your tracking. Doesn't matter if it has been delivered. They still want the numbers.

I'm sorry to hear this happened to you. It is so important for new sellers to at the very least read the very basics of selling here and what is expected of the sellers. This issue is a very basic one for sellers.
For now do what Ebay is asking of you and then try to get the restriction off your account. Once you have accomplished that, before you start listing again, read and learn what is expected of you here.
I would suggest that you contact Ebay for Business on Facebook or Twitter for the better trained CSRs.

Because of the high cost of tracking international shipments, many non-US sellers don't bother on low cost goods.
However USPS offers extremely cheap tracking services, and eBay, an American company, does not understand this.
US based sellers can take advantage of eIS, a Seller Protection program that offer them discounts and protection against common scams.
But if you didn't track, you are up against this expectation.
Enter tracking numbers from your records wherever you can. In future, if you don't buy (discounted!) eBay shipping labels which upload those numbers automatically, enter them manually.
Non-US sellers do have the advantage of a much lower level of tracking requirements to qualify for Global Top Rated Seller.

You've sold about 50 of those chargers in the past month.
Don't be surprised if you are asked to show proof of ownership/ purchase .
EBay is cracking down on sales of stolen goods, and honest sellers sometimes get caught up in this.
Stay away from the phone reps. You want the Chats because you get a transcript of the conversation.
You did set up a Managed Payments account before you started selling right?
Because without that eBay cannot transfer your payments to your bank.
You need a checking account, your SSN, and often (as now) secondary identification. I used my passport. DH used his driving license.

If they are dropshipping, the supplier may not be using tracking to save money. Or may not be uploading numbers promptly.
Generally, we non-US sellers have avoided using tracking on lower value sales,because of the high cost of shipping.
I sent two items to the US today for $1.30Cdn which would cost $9.68 Tracked . (Both weighed under 20 gr and were less than 2cm thick.)
To be fair, eBay has just started offering an Expedited Light service for half that.
