It is effective if sellers use it and set their buyer blocks to block anyone with more than one UID in the last year. Most buyers will not go through the effort to create a new id.
Have you considered using only BIN with Immediate Payment Required?

It's very effective.
I recently removed a blocked ID (being the good guy) for a buyer who expressed interest in an item, but was blocked. With so many IDs on my list, I didn't know when or why he was blocked, so I removed it. After removing the ID block, he was blocked by the unpaid item mark in the system.
Whoops. ID block back on.

Thank you! I already have those blocked ( 2 UPM items in a month) per Ebay rules.
As far as I can ascertain. Sellers are at a disadvantage, buyers can leave negative feedback for the most arbitrary reasons and the seller has very little recourse. I think those UPM's are no deterent.

That is a very lax setting. 2 in 12 months is more strict.

2 in a month is as low as it goes. 2 in the past year is much more strict.
if they have one in October and one in August the 2 in a year will catch them. Two in the last month will not.

The Unpaid Item strike penalizes a buyer’s behavior that is damaging to sellers. Feedback is far more arbitrary in that someone can make up a reason to leave a negative rating. It doesn't have to be well deserved, but can be an outright lie.
The UI strike is an absolute—you don’t bother to pay? I don’t let you bid or buy my items for a year. Far more effective in protecting sellers. (That is, if a seller is savvy enough to set up his Buyer Requirements.)

I use the strictest setting which is 2 in 12 months. The one you have chosen is a more relaxed setting. But if it is right for you, there is no need to change it.
