Unique Identification Numbers (UINs)

I cannot understand why eBay does not hold a license that eBay vendors help pay for when using eBay International shipping.  
So far I can deal and ship directly with my buyers in France without a UINs.

Both household and professionals.
 
All sales are through eBay and most often I only know the name of the client in France.  If they are in business or just hobbyist I do not know.
 
If it helps I can offer return shipping of all products no longer useful no longer needed.  I can use only paper and cardboard for shipping.
 
I wish I knew the reasoning behind this.  I wish I knew why eBay does not secure a license and pass the appropriate share of the fees to vendors like me.

If you use the EIS program, do these headaches go away?  I'm just curious.  I have not had this issue, so just asking.

I can't find anything stating either way, but we have shipped items to France via the EIS program recently, since the EPR/UIN requirement should have taken effect, and we definitely didn't do anything to register for it.  I don't know for sure the full requirements of that and if our items would be excluded since they're not new, but that's the one tidbit of data I can provide.

Are there some of your listings that aren't allowing EIS to France? I just a few of them using France as a location and they all showed shipping via the EIS.
