Unfortunately, you can only buy 1 item from this seller every 10 days. Error

A buyer was getting the "Unfortunately, you can only buy 1 item from this seller every 10 days. You can also buy more from another seller."  I went to try to find buyer requirements and couldn't find anything other than people that have bought from me before. Opting out of Seller Hub isn't allowed anymore either, which may have been a solution.  Anyone have any info on this?

How do I change my buying to unlimited from my customers?

To remove any buying restrictions, uncheck the boxes on the Buyer Requirements page, then use the toggle to select to apply the changes to your active and future listings, and hit the "submit" button at the bottom.
