Understanding Final Value Fees on sales through Global Shipping Program

I've sold a couple of items through this program, and am having difficulty understanding the fees.  For example, one item I shipped today:

 

Sale price:  $99.99

Shipping charged to address from which item ships overseas:  $14.50

Total is 114.49, but my final value fee was based upon $99.99 +$12.00 = $111.99.  Why is this?  The only description of the $12.00 amount is, "other."  

 

The amounts on the packing slip seem to be what the customer paid, as in, $99.99 + $36.05 shipping + $27.21 VAT = $163.25.

 

On my page, I see the buyer paid $99.99 + $14.50 shipping + $22.90 VAT for $137.38 total, less $22.90 VAT that Ebay collects and pays - $10.87 transaction fees leaving me with $103.62.  Even from this, it would seem Final Value Fees should be based upon $103.62+10.87 = 114.49.

 

Where did the other $2.50 go?  By coincidence I charged a $2.50 handling fee on the shipping, but I don't think that's it.

 

Why do the VAT amounts on the packing slip and what I see in my page differ?

We are charged fees on international sales based on our domestic shipping fees, not the actual (much higher) price the buyer pays.

OTOH, we pay a fee on international sales if the buyer does not use a US-based credit card.

 

BTW. The GSP was dropped a few years ago.

The current program is called eBay International Shipping (eIS) , and it has a few differences, including a slightly higher level of Seller Protection.

Actually, the fee on international sales has nothing to do with the buyer's credit card (though that may have been part of the logic behind it in the first place).  It is charged if either the shipping address or the buyer's registered address is outside the US.  It is not charged on EIS sales, however.

 

@electrola_man, which item was this?  I see one item sold at $99.99 recently from you, however it does not show to me as eligible for any international shipping, so I'm not sure if I'm missing something.  This is the one I see: https://www.ebay.com/itm/127049122487

Yes it does offer EIS, you need to change your location in order to see that.

Thanks.  I think about it so little that I forgot the current plan is called EIS.  

 

I know we don't pay the final value fee on the total shipping the customer pays, but in this case, my shipping charge was $14.50, but only got charged final value fee on $12.00.  I still don't understand that.  I keep a spreadsheet that calculates out all the fees for me when I enter a few numbers just before shipping, but I've not been able to make sense of this.

Weird, when I looked at it before, it didn't let me select other countries at all.  Must have been a temporary glitch or something.
