Under-performing listings: why does eBay list ones with no determining data?

Say I have a list of 10 "underperforming listings" for review. Of these, 3 are feasible changes (with data supporting the flag). The rest . . . there is no way I could do less (say), and eBay has no support data to underline 'why' they are "underperforming". Why does eBay show "underperforming listings" when they actually have "no data" to extrapolate?

Just ignore it.  The sign flipper does not tell the store they are flipping for how to run their business, and rarely even makes suggestions on how to do so either.

If it works, sell it. If it works well, sell it for more. If it doesn't work, quadruple the price and sell it as an antique.

EBay does not understand that some products are slow movers.

I've sold books that have been listed since 2003.

When the 16 month birthday of your listing comes up, eBay will add a Note reminding you.

That's the one I pay attention to, comparing the number of views to the time it's been up.

Sometimes I leave it alone.

Sometimes I close and donate.

Sometimes I close and relist a month later as Sell Similar.
