I have an account in a very good standing and occasionally need to sell something, it would literally cost me hundreds in lost revenue if I started from scratch with another account.
This does seem to be the case most of the time. Managed Payments operate in zones, the US has it's own zone as does the EU while almost all other countries are under a third zone (I think there is a fourth for parts of Asia).
From what I understand you can move your location within a zone without a problem but you cannot move your location from one zone to another.
