After updating my business policies, there were a few with updating errors. eBay automatically removed multiple listings and moved them into a copied policy but the listings count reads 0.
When I go to delete the copied policies, it states that there are no listings within those policies. Because of that, the listings can't be reassigned and the copied policies can't be deleted.

Do any of your listings have pending offers? If so, those will be placed into a copy of the policy. They can be moved once the offer expires.

Although, the system may show there are no listings under this policy, there probably is at least one listing. I deal with this constantly and report to Ebay but it's never been fixed.
What you do is change a parameter in the policy and the policy will update. You used to be able to use the reassign tab, but it too doesn't recognize a listing associated with the policy. Once completed, wait a few minutes and an activity download will appear. Download the file, open and you'll find the list of item numbers causing the issue.

Also, please report this problem to Ebay so they fix it. Its a fundamental flaw in the business policies and should've been fixed long ago.

Usually thats the case, a pending offer, but not when listings read zero. This is a completely different issue.

You're correct that the pending offers should appear in the copied policy but there aren't any listings within those policies. There are 0 listings in the copied policies.
