Did the buyer file and Item Not received through ebay or is the buyer just communicating through messages?
If the buyer filed an INR just upload tracking to prove delivery and you should be fine.
If the buyer is just messaging you tell them to check with neighbors , other family members , look under bushes. They can also check with their PO to have them do a GPS on where the package was delivered.

Yes you are covered as long as you upload the tracking number into the case to show delivery.

USPS says package was delivered, buyer says it did not, what do I do or what are my options, thanks!
That depends upon whether the buyer has filed an Item Not Received case or not.
If they have not filed a dispute, ask them politely to check with the post office to see that the scan was correct, and with neighbors and friends to see if it was delivered to the wrong house.
If they have filed a dispute, respond promptly and correctly with the tracking number and you should win.
But you also have the option of refunding the buyer anyway.
