USPS rejected my Package intercept request? Why?

This is a follow up post to - Buyer opened a case, I have no control of the situ... - The eBay Community

So as the title states, I just received an email saying the package will be still on transit to the buyer even after the fact that he's been refunded... I don't understand why they rejected it but tracking still hasn't updated, and I think I'll have to file for insurance claim. Has anyone had this happen to them before? This is my first as a seller so it's confusing as in how nothing is working out right now. I doubt the buyer will send the item back either considering the rarity of it on the market now.

I strongly suggest what @ronsam-197  stated as they will contact you to get information and handle it from there.  I know from experience and they are cordial (at least the Inspector I spoke to).  Give the information about the FB post and that should help you greatly.

Good luck!

...well, I'll tell you in advance what is gonna be...that person will be put on leaves while the investigation is conducted...at first, the POI might handcuff him out the door, bring him to their office for questioning, release him home on leaves, his union will fight for him...the result at the end is either he pleads guilty to save his retirement contribution, pay some fines, self-deprecation to lower level in management systems, gets re-located to another facilities, or voluntary retire...unless this is one of so many of his thefts then he will be charged...(but I doubt...!)

...from Postmaster downs to Manager or Supervisor, after few years they are back to be Postmaster again...some misconducted in either stealing goods or sexual harassment but still be saved...

...USPS at the best of "deep state"...
