UPI question

Do I need to file UPI if buyer doesnt pay? Sent 3 invoices and 2 messages. Auction ended March 24. This buyer is new to ebay and has only one other transaction. That transaction happened to be an item of mine he bid on a few weeks ago ( he paid )  I understand given the circumstances that he may not want  anything sent through the mail etc... I asked him if he could lmk if he was still interested in the item and still have not heard back. 
im wondering if there is a way to just cancel the transaction , relist it and get my final ebay fee removed? Rather than go through UPI process.  Thanks

@yooner-ama   Yes, you can process a UPI in the Resolution center (bottom of the page).  You only have to wait 2 days, the Buyer is then given 4 days to pay and receives reminders from eBay, you don't have to message them again.

Regardless of their experience 1 Invoice is sufficient when the item ends ...

I filed UPI and it says come back between April 4 and April 30 . 

Does that mean I must wait till April 30 for final value fee and to be able to relist?  Thanks

BETWEEN!!!!!!

 

As in don't come back before the 4th (you can't close) and don't wait past the 30th (UPI will expire, no fee refund).
