Turn Off Manadory pre-payments for Buyers on Offers

Is there a switch that turns off buyers having to enter their payment information before making an offer?

I looked, could not find it.

yes

go to "block bidders" link in the shortcuts box of the seller hub

its right there on the bottom of that page

Buyer Payment Requirements

Go all the way to the bottom and uncheck the box that requires buyers to prepay for offers.

For a single buyer you can put them on your exemption list. For all buyers, un-check the below setting.
