Sounds like Trump is conflating international postal rates, on which the Universal Postal Union forced an agreement with China Post in the fall of 2016, moving China Post out of the "developing nations" categories which allows low rates to countries like Namibia or Uruguay, with the direct agreement between the USPS and China Post on ePacket shipping, which does not come under UPU rules.
Of course the USPS could just pull out of the UPU, which was a USA initiative back in 1874, but it would mean that no Americans could send or receive overseas mail. There goes your annual card from Auntie Gundrun in Norway and that itchy Christmas sweater from Nonna Albergetti in Sicily.

China was told by UPU in 2014 they would be moved out of Developing Nations by Jan,1 st 2015. so here we are . It should be pointed out in 2005 Republican controlled congress forced USPS to fund their retirement program for unborn employee's . Signed by Bush Jr. . at one time the USPS had number parcel shipping services for their customers . They five different priority mail flat rate options for international shipping, of 3 they ran from $6 to 14 back then .

They were told, but it took a concerted 'work to rule' by Western postal services to get China Post to believe it.
Remember all those buyer posts about Chinese shipments stuck in Customs? Or untracked cheap items that were arriving four or five months after shipping?
Here in Canada, this was even more evident because our border officials (CBSA) were also checking untracked small packages for fentanyl, which was killing thousands (literally https://www.cbc.ca/news/health/opioid-deaths-1.4148136) mostly here in British Columbia.
