Tracking # uploaded, but not accepted by eBay for Tracking uploaded on time and validated

If I sell an autographed card for $5, I can not use Ebay envelope because it is autographed..(option for ebay envelope is not offered)...so I use Stamps.com for thin mailer and upload tracking # from there..but they say it was uploaded on time but no carrier scan so...my

  93.42% And I do not get the highest rating as seller...does not seem fair..

the package arrived and notification is present in the sellers hub. 

The package arriving is important. Delivery confirmation is important. But those are not the only metrics for Top Rated Status and they are not the same thing as "uploaded on time and validated".

Perhaps I am misunderstanding but if the op is saying that there is delivery confirmation showing in sellers hub that means that the tracking has been validated.  It needs to be uploaded within the handling  time but can be validated (through scanning) at any point including at delivery.
