Tracking not uploaded on time, will this affect Top Rated status?

I noticed this today

I believe the drop in tracking uploaded on time from 100 to 95.29% to be due to sending 3 or 4 recent seed orders 1st class (under 1 oz) non machinable instead of as a 1st class package.  I offer flat rate shipping on my seeds.  I contacted each buyer and let them know that because their order was so small, I could essentially double their order and still send it cheaper, so that's what I did.  In the message, I also asked them to contact me if they didn't get it within 10 days. 

I had no tracking to upload, but I marked each item shipped in ebay well within my handling time.  So, here are my questions.  All other items are shipped with tracking automatically entered with the label purchase and also within my handling time.

1- Is the above scenario the reason for the drop?  

2- Will this drop affect Top Rated status?

3- Is this a monthly, quarterly or yearly metric? 

4-Any advice?

The buyer had agreed to pay the $5.50 and that was plenty of money for you to get a tracking number from the USPS.

By attempting to help the buyer by sending more seed, you forfeited the tracking number and your top rated status is now in jeopardy.

In the future, stick with the original deal, which includes a tracking number.

1. yes

2. not unless you dip below 95%

3. it's a 3 month look back. each month the data is adjusted based on the previous 3 mos.

4. if you're going to keep shipping seeds untracked, you might consider setting up a separate account for PWE (aka plain white envelope / untracked) sales so your TRS status remains unaffected. or ship tracked. whichever works better for you.

Then I chose 'get full report' and see this

So, once my 25 transactions drop off, I will lose the TR status unless I have >=25 transactions in April, which means I need 19 more after I drop the most recent one off at the post office tomorrow.

I think I need to have a big sale in my store to meet that. 

And, it is a quarterly assessment, as wastingtime101 stated.

It sure would be nice if Ebay standard envelope was expanded to include seeds.
