There are other criteria that also must be met, such as late shipment rate and transaction defects. These are also on your seller dashboard.
Evaluations are done on the 20th of each month. If you have met ALL of the requirements, you'll get your TRS on October 20.

To be a TRS you have to upload tracking for at least 95% of your transactions. Not sure how you can do that selling email delivery items...
