Timing of Second Chance Offers in Action Pull-down List

Hi! 

I am a new seller and have a question about second chance offers. 

When  "socond chance offers" appear in the seller hub menu? 

I would like to make the second chance offers as soon as possible after the bid end because I gues the 2nd, 3rd, ... bidders are still hot. 

However, I cannot find the second chance offers option from the pull-down list on the top of the item paid and shipped. It appears after some hours later or days later?

The SCO will be available on auction-style listings where you had more than 1 bid placed, and the buyer opted into receiving SCO.  Many buyers have opted out of receiving them, so if that is the case, those buyers will NOT show up when you click to send a SCO.

Thank you so much for your prompt advice. 

I understand more about SCO thanking for you. 

However, I still get confused becuase...

- the item ended auction and shipped yesterday: no SCO option yet

- the items ended auction and shipped today: SCO option already. 

For both cases, there were multiple bidders. 

I wonder what is the condition for SCO.
