Buyer ordered item and it was shipped promptly but after shipping he says he cancelled the order which he clearly did not. I told him return is OK but he is responsible for the return postage. He responds with a statement that he will then reflect in feedback for me not paying for his return shipping along with 25 more nasty texts. I reported the texts and never got a response from Ebay. I refunded for Item and requested prompt return and in return gave me negative feedback packed with lies and slander. Called Ebay and followed direction someone named "Honey" told me to do in reporting feedback and she said everything would be OK ! The next day Ebay informed me that the bad feedback would remain there? There were clear policy Violations per Ebay. Worse still The person with a complete refund kept the items with no return. WHAT CAN I DO?

First, don't freak out, your feedback percentage is still great. Most people will never see that.
Second, though, you hurt yourself with your response. Your response is for future buyers, and while the negative feedback itself might not have deterred me if I was looking to buy from you, I would likely hit the back button and find a different seller after reading your response.
Third, I'm not sure he actually violated any policies, even if what he said was untrue.
Fourth, did you refund before requiring him to return it? Your loss if so, that's never how it should be handled.
I'm not unsympathetic to your situation, don't read this wrong, but you didn't handle it well either.

You refunded the buyer before the item was returned, so there's nothing you can do to get the items back.

Don't worry about the feedback. However as brightlight as suggested, be careful on how you respond to negative feedback. You do have the right to but many times others (users) may read into your responding feedback as combative or making excuses.
My rule of thumb is to wait 24 hours to respond and after that if you feel like you must respond, keep it short and be professional.

Regarding OP's feedback response:
OP says "SELLERS BEWARE" -- but how can sellers beware when eBay doesn't display the buyer's Account ID?
I see this pretty often in negative feedback responses and always wonder -- is there something I'm missing here??

You're not missing anything. It's simply sellers not knowing how it works and thinking they can "warn away" future sellers when the vast majority never look at a buyer's account, they just pack and ship once they're paid (like us).
